Phase I had a quiet brief: build a website from a low-fidelity PDF. The real opportunity was different. The Wisconsin Department of Public Instruction was launching something genuinely new — a grant-funded program that put 28 Microsoft certification exams within reach of any Wisconsin resident, free of charge, through their local library. A flat info sheet wasn't going to carry that.

So we treated the brief as the surface and the launch as the actual work. We built a one-page site with the institutional credibility a state program needs, the warmth a patron-facing offer requires, and a clear enough through-line that every participating library could share a single link and let the page do the explaining. Three audiences — patrons, librarians, and DPI itself — held in one scroll.

The site landed. The program got traction. Phase II followed — a full multi-audience scheduling platform — because Phase I had earned the confidence to go bigger. This is the project that started that arc.
